How do you design a location template that does not produce duplicate pages?

Making those required means a page cannot be published thin. It also changes who can create pages, since somebody has to supply real local knowledge — which is the point. The design consequence is a template with more content regions than a generic one, and a page inventory that treats each location as a real page rather than a directory entry.
How should a bilingual South Florida site be structured?
As a parallel URL structure with its own content, not a translation toggle. The toggle approach is common and fails on two counts: it produces conflicting canonical and hreflang signals — a Spanish page canonicalising to its English equivalent while also declaring an hreflang relationship with it, which Google resolves by ignoring both — and it produces content that was translated rather than written, targeting phrasings nobody actually searches. Should each Florida location get its own site or its own pages?
Its own pages on one domain, in nearly every case. Separate domains per location split your domain authority across several weak sites instead of building one strong one, multiply maintenance and hosting, fragment analytics, and make consistent branding harder — while providing no ranking benefit, since local ranking depends on your Google Business Profile and location-specific content rather than on domain separation.
